Good news! Yes, Portugal is now open to American tourists! (Updated July 2021)
Portugal is already receiving tourists from the United States as long as they have a full vaccination certificate against Covid-19.
The most convenient will still be providing a negative COVID-19 viral test taken within three calendar days of travel. Authorities in Portugal are used to check these certificates.
American tourists are allowed to enter Portugal since June 14th 2021. Today, at the weekends, you’ll need to provide a negative Covid test to dine indoors. ( only Friday to Monday after 7 pm)
US tourists fully-vaccinated against Covid-19 can travel to Portugal this Summer. Also true for other countries of the European Union (EU) since June 14.
“Americans, as far as I know, use vaccines that are approved by the European Medicines Agency. This will allow them to travel and move freely,” Ursula von der Leyen told The New York times.
The president of the European Commission added that “one thing is clear. The 27 member states will unconditionally accept all those who are vaccinated with vaccines approved by the European CDC”.

News for European travelers visiting Portugal
The new digital certificate takes effect from 1 July but has already started to be delivered in several countries of the European Union. In Portugal, the new “passport” that tries to facilitate travel began to be issued last week.
The regulation in was approved monts ago ago by the European Parliament. Having been considered one of the main priorities of the Portuguese presidency of the Council of the EU.
But after all ,what does it mean and how will it work?
The digital certificate is not mandatory for anyone wishing to travel, nor is it considered a “travel document”, but it can ease travel for Europeans.
This new document will serve to certify that the holder fulfills one of the following three requirements for unrestricted travel. Either one has already been vaccinated, or recovered from an infection, or tested negative to Covid-19. It can be requested by anyone in one of these three situations and avoids any quarantines.
Thus, the regulation provides that fully vaccinated, recovered or negatively tested citizens are exempt from restrictions.
The COVID Digital Certificate will be available in two versions:
Digital and paper, and will be free to access.
All EU citizens and their families, as well as third country nationals who remain or reside in a Member State (MS) and have the right to travel to other MS. They will be entitled to receive them free of charge, explains the European Commission.
Certificates have a QR code with the necessary data and a digital signature that verifies the authenticity of the document.
Vaccination tests in this certificate accept all inoculations that have been authorized nationally or by the World Health Organization.
Each MS can decide on their own. This means whether to accept travelers with only one dose of the vaccine. Even when its vaccine shots is a multi-dose – and still validate only PCR tests or also include rapid tests.
Although the certificate does not come into force until the 1st of July 2021, the MS will be able to start issuing and using them now. They do, however, have a six-week trial and phase-in period.
In Portugal, the first certificates were issued a month ago.
